W. Stephen Allen, Jr. was born in Neptune Township, NJ, the son of Margaret Pope and William Stephen Allen. Allen received his secondary education in Philadelphia, attending Roosevelt Jr. High School and the Carson Long Institute before graduating from Germantown Academy. Allen received his architectural training at the University of Pennsylvania, completing a B. Arch. with honors in 1935 and an M. Arch. the following year.
